Russia is barred from running at the Boston marathon

It is less than two weeks before the Boston Marathon is set to take place that runners form Russia and Belarus have been banned from competing. Athletes from Russia or Belarus who could be constrained by international sanctions but cannot participate will be refunded as much as they can.
