Democrats Trigger Shutdown in Push to Fund Health Care for Illegal Immigrants

Washington, D.C. — October 3, 2025

A partisan standoff on Capitol Hill has once again thrown Washington into crisis, as Democrats refused to back a Republican-led spending plan, triggering a federal government shutdown late Wednesday night. The deadlock centers on Democrats’ demands to include controversial health care provisions that Republicans warn would funnel billions of taxpayer dollars to illegal immigrants.

At the heart of the fight is the fate of two cornerstone laws signed by President Donald Trump earlier this year — the One Big Beautiful Bill (OBBB) Act and the Working Families Tax Cut Act (WFTCA) — which ensure Medicaid, Medicare, and Affordable Care Act (ACA) subsidies go exclusively to U.S. citizens and lawful residents.


Democrats are insisting that the stopgap funding bill, known as a continuing resolution (CR), roll back key portions of the July legislation. They claim the new restrictions “unfairly target immigrants and low-income families.” But Republicans say Democrats are trying to gut border protections and reinstate loopholes that would once again open federal health programs to millions of non-citizens — including those who crossed the border illegally.


“The American taxpayer should not be forced to pay for benefits for people who broke our laws to get here,” said House Speaker Mike Johnson. “Democrats are holding the government hostage because they want to give free health care to illegal immigrants.”

Democrats, meanwhile, argue that their proposal merely restores the pre-July status quo and preserves enhanced ACA subsidies set to expire at the end of the year. Without those subsidies, they claim, millions of Americans could face higher premiums. But buried in their version of the bill — Section 2141 — is language that would repeal OBBB’s citizen-first protections, effectively allowing non-citizens, including illegal immigrants, to once again access federally funded programs.


Republicans call it a red line.

“This is about putting Americans first,” said Senator Ted Cruz. “Democrats want to reward lawbreakers while punishing hardworking families who pay their taxes.”

With Republicans controlling both chambers of Congress but Democrats retaining filibuster power in the Senate, the impasse has frozen government operations. Essential personnel — including military service members and border agents — are being forced to work without pay until a deal is reached.

The White House has signaled that President Trump will not sign any funding bill that weakens the OBBB or WFTCA.


“President Trump is standing firm for American citizens,” Press Secretary Sarah Matthews said. “He will not allow Democrats to use a shutdown as leverage to fund illegal immigration.”

As the standoff drags on, both sides are bracing for public backlash. But for Republicans, the message is clear: no taxpayer-funded benefits for illegal immigrants — no matter the cost.
