Former coal plant in Mass host Biden's announcement on climate action

After an influential Democratic senator quashed hopes for sweeping new environmental programs this year, Joe Biden will announce new measures on climate change that he can take on his own.
An offshore wind factory in Somerset, Massachusetts, which is converting from coal-fired power to offshore wind manufacturing, is the site of Biden's visit on Wednesday. During Biden's first 18 months in office, he has struggled to realize the transition to clean energy he seeks.
Wednesday’s executive actions include new initiatives to bolster the domestic offshore wind industry as well as efforts to help communities cope with soaring temperatures through programs administered by the Federal Emergency Management Agency and the Department of Health and Human Services, according to a White House official.
