Chuck Schumer, the Senate majority leader, announced Wednesday that the Senate would consider legislation to end normal trade relations with Russia and to ban the import of its oil.
In three weeks, the House passed a trade suspension measure that clears the way for President Biden to impose higher tariffs on certain Russian imports. As it stands, the legislation was designed to send a message to Russian President Vladimir Putin and his allies that they would be economically isolated for invading Ukraine.
“It’s a big, big deal that we are finally getting them done,” Schumer said. “Now, I wish this could have happened sooner, but after weeks of talks with the other side, it’s important that we have found a path forward.”
