President Joe Biden is seeking to alleviate the shortage of affordable housing nationwide by lobbying local governments to allow apartment buildings in neighborhoods that are currently limited to single-family homes.


The $5 billion plan could pump the White House into a debate between older homeowners and younger workers seeking to gain a foothold in America's most expensive city, with many families spending a third or more of their income on housing.


The proposal, which will provide financial incentives to local governments that change zoning laws that limit many neighborhoods to single-family homes, is an example of the kind of sweeping social policy changes that Democrats are including in the dollar infrastructure bill. 2 trillion Biden.
