A plan to give illegal immigrants identification cards has been confirmed by the Biden administration. Federal government documents about noncitizens' immigration status are currently in paper format. Using paper documents is inefficient for government and non-citizens alike due to security risks, easy loss, and rapid degradation.

The spokesperson says a secure card will save DHS millions, free up resources, and ensure information can be accessed quickly by officials, while reducing its FOIA backlog.

With the secure card and connected portal, it will be possible for provisionally released noncitizens to continue accessing important immigration documents."

The pilot program from Immigration and Customs Enforcement (ICE) is aimed at modernizing “documentation provided to some noncitizens,” an ICE spokesperson told The Epoch Times in an email on July 29.

While a watchdog report released in June showed that the government is using the program more and more as time goes on, the Biden administration announced in April that it would release up to 600,000 illegal immigrants soon.
