A state of emergency was declared after torrential rains and floods in Kentucky


Ky. Gov. Andy Beshear issued a state of emergency Sunday for 13counties including Pike County. (WCHS)

LOUISVILLE, Ky. Kentucky firefighter Eddie Stacy ran his fire truck in the dark while responding to storm damage when he noticed a small light coming from the flooded Red River.


It was a cell phone that a woman waved from a flooded car that rose minute by minute.


Stacy and other members of the Hazel Green Fire Department set out for work Sunday night, pulling five people out of the car as the water reached the dashboard. Among those rescued were a 17-month-old boy and a woman, who appeared to have an epileptic seizure, Stacy said in a phone interview on Monday.
